1. The Royal Government of Bhutan (RGoB) has received a loan from Asian Development Bank (ADB) towards the cost of Urban Infrastructure Development Project. Part of this loan will be used for payments under the contracts for Access Road Upgrade at Existing Compost Plant at Serbithang. Bidding is open to all eligible ADB member countries. However, a successful bidder is required to register with the Construction Development Board (CDB) of Bhutan before award of contract.

2. Thimphu City Corporation, Ministry of Works and Human Settlement, RGoB (the "Employer") invites sealed bids from eligible bidders for the Access Road Upgrade at Existing Compost Plant at Serbithang ("the Work"). 

3. Only eligible bidders with following qualifications should participate in this bidding:

• Key experience requirement : 3 years

• Key financial requirement: Minimum average annual construction turnover of Nu. 3 million in at least three years within the last five years.

• Key equipment requirement : Excavator/back hoe, Road roller, Tipper, Concrete mixers, etc

• Key personnel for project based requirement: Project Engineer/Road Engineer, Site Supervisor.

The details of above requirements are specified in the Bidding Documents.

4. The Procurement will be done through National Competitive Bidding (NCB) in accordance with ADB’s Single-Stage:One–Envelope Bidding Procedure.

6. To purchase the bidding documents in English, eligible bidders should:

a) write to address above requesting the bidding documents for (" TCC/CP/002"; Access Road Upgrade at Existing Compost Plant at Serbithang) 
b) pay a non-refundable fee of Nu 1,000/ by cash between 09:00 hours and 17:00 hours on any working day from 19 October 2009 till 19 November 2009.

7. A Pre-Bid Meeting will be held on 2 November 2009 from 14:30 hours at the Conference Hall of Thimphu City Corporation.

8. The bids should be delivered to the address above on or before 13:30 hours on 20 November 2009 together with a Bid Security of Nu. 1,00,000/- (Ngultrum One Hundred Thousand) in the form as specified in the ITB & BDS, payable to the Chief Administrative Officer, Thimphu City Corporation; The bids will be opened at 14:30 hours on 20 November 2009 at the Conference Hall of Thimphu City Corporation. If the date on which bids are due has been or is declared a holiday for government offices, the above office shall remain open for acceptance until the same hour of the next working day.
